As the telecommunications industry moves toward 6G deployment, researchers are asking a foundational question: will there even be a 7G?

According to a paper submitted to arXiv, the answer depends on whether 7G would genuinely address new needs or problems that existing and planned systems cannot handle. The authors argue against treating 7G as an inevitable numbering exercise or as simply a continuation of incremental performance improvements.
The transition to 6G is already underway. According to the paper, the ITU-R IMT-2030 framework has established the high-level vision and capability set for 6G, while 3GPP Release 21 has defined the path toward the first 6G specifications. This concrete progress prompted the researchers to examine whether a subsequent generation would be warranted.
The paper develops a “readiness framework” to evaluate whether 7G should become a distinct mobile generation. This framework covers six key dimensions: demand-led need, system-level discontinuity, coordination value, sustainability and circularity, trust, and geopolitical viability.
According to the researchers, 7G should only be justified if post-6G systems introduce needs or coordination problems that cannot be met by alternative approaches. These alternatives include 6G and 6G-Advanced systems, Wi-Fi, non-terrestrial networks (NTN), private cellular networks, neutral-host deployments, edge-cloud platforms, and complementary wireless and software-based systems.
The paper identifies several candidate areas where 7G might be necessary, including agentic network operation, RF-native computing, quantum-enabled interworking, policy-aware spectrum governance, grid-interactive infrastructure, outcome-assured services, and regionalized standards.
However, the researchers emphasize that their contribution is not a prediction of what 7G would look like. Instead, they provide a structured methodology for the research and standards communities to decide whether 7G should become a distinct mobile generation, remain an extension of 6G evolution, or dissolve into a broader post-6G infrastructure fabric. The framework is intended to guide future decisions rather than predetermine outcomes.
